Soak 1 rice paper sheet in bowl of hot water until pliable. Remove from water; place on work surface. Spoon 1/4 cup cabbage onto bottom third of rice paper sheet; top with 1 Tbsp. onions, 6 red pepper pieces, 2 cilantro sprigs and about 2 Tbsp. chicken mixture. Fold over opposite sides of paper, then roll up (starting at bottom edge of paper) to completely enclose filling.
