Add water to electric pressure cooker. Place trivet in pressure cooker; stand rack of ribs, on its side, on trivet, curving rack to follow curved edge of pressure cooker. Close and lock lid. Turn Pressure Release Valve to Sealing position. Cook 25 min. using MEAT setting. When timer goes off, turn pressure cooker off. Use Natural Pressure Release for 10 min., then do a Quick Pressure Release to release any remaining pressure. Slowly remove lid.
