Toss chicken with 1 tsp. corn starch and 1 Tbsp. soy sauce; set aside. Mix dressing, water, garam masala, remaining corn starch and soy sauce until blended.
Heat oil in large deep skillet on medium-high heat. Add yellow onions, ginger, garlic and half the chilis; cook and stir 5 min. or until onions are crisp-tender. Add chicken; cook and stir 9 to 10 min. or until done.
Add dressing mixture; cook and stir 30 sec. or until sauce comes to boil and thickens. Remove from heat. Stir in remaining chilis, green onions, coriander and lemon juice.
