Bake 40 min., turning occasionally and drizzling with remaining dressing after 30 min. Meanwhile, mix mayonnaise, sour cream, chives and garlic until blended.
Place potatoes in serving bowl. Add paprika; mix lightly.
Serve with mayonnaise mixture for dipping.
