64 Nilla Vanilla Wafers, divided
5 Tbsp. butter, melted
3 Tbsp. sugar
3-1/4 cups cold milk, divided

Step 1
Heat oven to 350°F.
Step 2
Crush 40 wafers; place in medium bowl. Stir in butter and sugar; press onto bottom of 13x9-inch pan. Bake 8 min. or until lightly browned.
Step 3
Beat chocolate pudding mix and 1-1/4 cups milk with whisk 2 min.; spread over crust. Top with remaining wafers.
Step 4
Whisk vanilla pudding mixes and remaining milk in large bowl 2 min. Stir in Cool Whip. Spread over wafer layer in pan. Refrigerate 3 hours or until firm.
Step 5
Heat broiler just before serving. Top dessert with marshmallows. Broil 1 min. or until marshmallows are puffed and lightly browned. Sprinkle with chocolate.
