Pulse first 4 ingredients, 3 Tbsp. dill, 2 Tbsp. dressing and 1 Tbsp. lemon zest in food processor just until blended. Shape into 4 (1/2-inch-thick) patties.
Step 3
Grill 4 to 5 min. on each side or until fish flakes easily with fork. Meanwhile, mix Miracle Whip with remaining dill, dressing and lemon zest until blended.
Step 4
Place burgers on bottom halves of buns; cover with Miracle Whip mixture, watercress and tops of buns.
